From April 21–23, 2026, Navy Warfare Development Center (NWDC) hosted its 9th Annual Doctrine Workshop alongside the Annual Navy Lessons Learned Program (NLLP) Workshop in Norfolk, Virginia. Centered on the theme “Learn from the past, advance doctrine, and shape the future,” the events provided a collaborative forum to reflect on prior operations, refine naval doctrine, and prepare for emerging challenges.

The Doctrine Workshop, held April 21–22, focused on strengthening strategies, policies, and operational guidance that underpin Navy operations. A key emphasis this year was the experimentation and integration of Artificial Intelligence (AI) and Large Language Models (LLMs) to support doctrinal development, operational planning, and decision-making processes. Participants examined how these emerging technologies can accelerate analysis, enhance scenario development, and improve the adaptability of naval doctrine in response to rapidly evolving threats.

“We came together to ensure that our doctrine evolves from lessons learned in the past, integrates cutting-edge technologies, and anticipates the needs of the future,” said Mark Henning, NWDC Director of Navy Lessons Learned. “By learning from our experiences and advancing our strategic frameworks, we’re shaping the Navy’s future while ensuring we maintain our dominance on the seas.”

The NLLP Workshop, conducted April 22–23, emphasized improving the Navy’s ability to capture, analyze, and apply lessons from operations, exercises, and real-world missions. A significant focus was placed on leveraging AI-enabled tools and LLM-based systems to enhance data analysis, knowledge management, and the speed and accuracy of lessons learned integration across the force. Discussions reinforced the importance of institutional learning supported by advanced technologies to improve operational effectiveness and continuous improvement.

A joint session on April 22 brought together participants from both workshops to explore the expanding role of AI in naval operations. The discussion highlighted experimentation with AI systems and large language models as decision-support tools, particularly in doctrinal refinement, wargaming, and operational assessment. Participants examined how these technologies can augment human decision-making while improving the Navy’s ability to process large volumes of operational data.

A central focus of this year’s workshops was cross-domain collaboration—an essential element in addressing complex, multidimensional challenges. The sessions encouraged greater integration among stakeholders and emphasized experimentation with emerging technologies, including AI and LLMs, across operational domains.

“This event provided a valuable opportunity to share insights, develop best practices, and strengthen cross-domain initiatives,” said CAPT Sheila Almendras-Flaherty, Director of Health Services Integration. “Integrating AI and large language models into our processes will ensure the Navy remains agile, informed, and innovative in an increasingly complex threat environment.”

The workshops underscored the Navy’s commitment to leveraging past experiences, advancing doctrinal innovation, and actively experimenting with emerging technologies such as AI and LLMs. By doing so, the service continues to enhance its readiness, resilience, and ability to operate effectively across the global maritime domain.

The outcomes of these workshops reaffirm the importance of continuous learning, innovation, and technological experimentation. By integrating lessons learned with forward-looking strategies and leveraging tools such as artificial intelligence and large language models, the U.S. Navy remains well-positioned to maintain its competitive edge and ensure maritime dominance in an evolving global landscape.
